Mr. John McCarthy is the Interim Director of the Office of Financial Services for the City of Saint Paul, Minnesota. This position includes responsibility for managing Saint Paul’s $800 million operating and capital budgets, and the planning and administering of City debt.
Mr. McCarthy has been employed by the City for over 12 years, serving in the City’s Office of Financial Services Budget Section, before being appointed as Interim Director. Mr. McCarthy earned a bachelor’s degree from Carleton College, and a Masters of Public Policy from the University of Minnesota Humphrey School.
Mr. McCarthy is also a member of the Government Finance Officers Association (GFOA), and the Joint Property Tax Advisory Committee.
Michael Solomon is the Treasurer of the City of Saint Paul, Minnesota. As manager of the Treasury division in the City's Office of Financial Services he is responsible for all aspects of Treasury operations including the collection and disbursement of all City funds, actively managing an investment portfolio in excess of $250 million, managing cash and liquidity, and administration of a nearly $500 million general obligation and revenue debt portfolio for the City and its agencies.
Mr. Solomon joined the City in 2012 after specializing in the issuance and management of municipal debt at a municipal financial advisory and consulting firm. He received his Bachelor of Arts in Finance from the University of Saint Thomas in Saint Paul, Minnesota.
He is currently an active member of the Government Finance Officers Association (GFOA), the Minnesota Government Finance Officers Association (MNGFOA), and the Joint Debt Advisory Committee (JDAC). Mr. Solomon is also a member on the GFOA Treasury and Investment Management Committee, and on the Metropolitan Council Investment Review Committee.
Sarah Brown is a Treasury Analyst for the City of Saint Paul, Minnesota. As a Treasury Analyst, she is responsible for debt issuance, continuing disclosure reporting, developing and executing the City's Debt Budget, and managing various City revenues. Sarah joined the City in 2017 after working as a Debt and Compliance Analyst for the State of Minnesota.
Ms. Brown received a Bachelor of Arts in Economics, International Political Economy and Chinese from Carthage College in Kenosha, Wisconsin, and a Master of Public Administration from Hamline University in Saint Paul, Minnesota.
Ms. Brown is currently an active member in the Government Finance Officers Association (GFOA), the Minnesota Government Finance Officers Association (MNGFOA), the Women in Public Finance, the Minnesota Women in Public Finance, and the Joint Debt Advisory Committee (JDAC). Ms. Brown is also a board member on the Women in Public Finance - Minnesota Chapter, and a member on the Augsburg College Urban Debate League Financial Literacy Committee.
