Mr. Todd Hurley is the Chief Financial Officer for the City of Saint Paul, Minnesota. In this position he is responsible for providing strategic leadership and management, directing the City’s overall budget, accounting and treasury functions including the collection and disbursement of all City funds, actively managing an investment portfolio in excess of $250 million, along with the planning, issuance and administration of all City debt. Mr. Hurley has held a lead role in securing financing for major stadium projects in Saint Paul including the $170 million RiverCentre Arena and the $65 million CHS Field. Additionally, Mr. Hurley was part of the banking team for Target Field.
During his career with the City of Saint Paul which began in 1984, Mr. Hurley has served as the City’s Treasurer, Budget Director and Debt Administrator. From 2007-2008, Mr. Hurley was a Director in Municipal Finance at RBC Capital Markets.
Mr. Hurley received his Bachelor of Arts in Business from the University of Saint Thomas in Saint Paul, Minnesota. Michael Solomon is the Treasurer of the City of Saint Paul, Minnesota. As manager of the Treasury division in the City's Office of Financial Services he is responsible for all aspects of Treasury operations including the collection and disbursement of all City funds, actively managing an investment portfolio in excess of $250 million, managing cash and liquidity, and administration of a nearly $500 million general obligation and revenue debt portfolio for the City and its agencies. Mike joined the City in 2012 after specializing in the issuance and management of municipal debt at a municipal financial advisory and consulting firm. He received his Bachelor of Arts in Finance from the University of Saint Thomas in Saint Paul, Minnesota. He is currently an active member in the Government Finance Officers Association (GFOA), the Minnesota Government Finance Officers Association (MNGFOA), the Association for Financial Professionals (AFP) and the Joint Debt Advisory Committee (JDAC).
Sarah Brown a Treasury Analyst for the City of Saint Paul, Minnesota. As a Treasury Analyst, she is responsible for debt issuance, continuing disclosure reporting, developing and executing the City's Debt Budget, and managing various City revenues. Sarah joined the City in 2017 after working as a Debt and Compliance Analyst for the State of Minnesota.
