Mr. Joe Haney was appointed as the Director of the Office of Financial Services in April 2026. Mr. Haney was most recently the Managing Advisor for Budget and Fiscal Policy with the Minneapolis City Council. Mr. Haney previously worked as a Fiscal Analyst for the Minnesota House of Representatives and Lead Budget Analyst in the Legislative Budget Office. Mr. Haney has a Master of Public Administration from the University of Illinois Chicago and Bachelor’s degree in Political Science, Government, and Public Administration from the University of Wisconsin – La Crosse.

Mr. Neal Younghans is the Treasurer for the City of Saint Paul, Minnesota. As manager of the Treasury division in the City’s Office of Financial Services, he is responsible for the collection and disbursement of all City funds, actively managing an investment portfolio in excess of $500 million, managing cash and liquidity, administering a $650 million general obligation and revenue debt portfolio for the City and its agencies. Prior to joining the City, Mr. Younghans worked as a Principal Budget Analyst for the City of Minneapolis and Economic and Financial Analyst for the Minnesota Department of Transportation. Mr. Younghans has over 10 years of state and local government experience.

Mr. Younghans received a Master of Public Policy from the University of Minnesota – Humphrey School of Public Affairs in Saint Paul, Minnesota in 2016. He also received a Bachelor of Arts in English Literature from the University of Minnesota in 2011.
