Project Description

The City of Saint Paul (the “City”), the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (the “HRA”), and the Saint Paul Port Authority (the “Port Authority) (collectively the “Municipalities”), are seeking proposals from qualified individuals, firms, partnerships, and corporations having specific experience in the area(s) of Municipal Advisory Related Services and interested in providing Municipal Advisory Related Services to the City, the HRA, and the Port Authority. These services may include some or all of the following, but are not limited to: 

  1. General Information 
  2. Financial Planning, Financial Analysis and Debt Management 
  3. Capital Budget Performance
  4. Debt Issue Development and Oversight 
  5. Investment Program/Arbitrage-Rebate Management 
  6. Continuing Disclosure  
  7. Economic Development Financial Analysis 

The objective is to enter into five-year contract(s) beginning January 1, 2026, with two or more selected Vendors to provide Municipal Advisory Related Services for various projects of the City of Saint Paul and the Housing and Redevelopment Authority. The Port Authority will evaluate its needs on an as needed basis; any services provided will be under the same terms and conditions as outlined in your proposal.

Submission Requirements

All proposal must be submitted via supplier portal (www.stpaulbids.com) no later than 4:00 PM CST, Friday, July 11, 2025.             

The Vendor shall acknowledge that the Proposal complies with any amendments, alterations or deletions to the RFP. 

It will be the sole responsibility of the Vendor to have its Proposal delivered to the Municipalities before the closing deadline. Late Proposals will not be considered 

Any Proposal may be withdrawn or modified prior to the scheduled deadline for submitting Proposals.  After the submittal deadline, Vendors may not modify, withdraw or cancel their Proposals for a minimum of ninety (90) days following that date.

The Municipalities reserve the right to reject any or all Proposals or parts of Proposals and to accept part or all of Proposals on the basis considerations other than lowest cost. The Municipalities reserve the right to waive irregularities in the Proposal content or to request supplemental information from Vendors.  

 The Municipalities are not responsible for any costs incurred by the responding Vendor in the preparation of the Proposal or for any other cost to the Vendor associated with responding to the RFP. No reimbursement will be made by a Municipality for any costs incurred prior to a formal notice to proceed should an award of contract result from this solicitation. This RFP does not obligate a Municipality to award a contract or complete any specific Project. 

The Municipalities reserve the right to cancel this solicitation or to change its scope if it is considered to be in the best interest of the Municipalities. 

All Proposals submitted in response to the RFP will be retained by the Municipalities and not returned.
